Abstract: | Significant breakthroughs have been made in the reform of the social security system in China in terms of old-age pensions, medical care and unemployment, and innovations in the social security system have reached an important stage. At the same time, a great many important problems have arisen and demand a prompt solution. The authors point out that it is necessary to reform the social security management structure, and separate the administrative bodies from the operational, executive and supervisory apparatus; to gradually loosen government control over the investment and operation of social security funds, especially funds for old-age pensions; to establish an appropriate policy framework for initiating supplementary old-age pension insurance in enterprises; to repay the potential annuity debts due to the central government by various means, etc. |
