Abstract:Asean countries have taken important steps in the 1990s to liberalize their telecommunications sectors. They have begun to privatize their state-owned telecom companies, promote competition in telecom services, and permit foreign companies to make investments in the telecom sector. Using innovative "build-transfer-operate" and "build-operate-transfer" arrangements to tap the resources of the private sector, including foreign technology and financing. Thailand and Indonesia are now installing fixed lines at a much faster rate than Japan did in the 1950s and 1960s.
