| Abstract: | By now it has become trite to insist on the changes affecting the telecommunications sector, in what has appropriately been termed a revolution. The globalization of the economy has created demand for global telecommunications services. Recent technological advances have enabled the provision of these services and have also shattered the century-old dogma that telecommunications can only be satisfactorily provided by national monopolies. Consequently, strong pressure for liberalization, deregulation and privatization has made itself felt. |
