Abstract:In the market economic countries, the majoranti-monopoly task is to fight against oligarchic enterprises' anti-competitive behavior. But in China, this task is to fight against the government departments' monopoly and their behavior of restricting fair competition. Certainly it applies not only to telecommunication industry but also to posts and communications, power and railway industries. More attention should be paid to the monopolistic behavior of the government departments when the Chinese government and legislative organ draw up "Anti-Monopoly Law" which should restraint not only the individual and enterprises' behavior and what is more, the government's behavior.
