| Abstract: | Review of how electricity and gas authorities in the EEC maintain a monopoly, forbid competition from outsiders and promote overcapacity. Views of European Commission on inefficiencies and savings that could be made. Proposals for an "international energy market" within the 1992 Internal Market, linked with market integration and liberalization. Four proposals: co-ordination in energy infrastructure project investments; price disclosure to enable a comparison to that paid in other countries; an exchange of gas/electricity between monopolies or "transit proposals".
