Abstract:This paper constructs a model of forest policy design to investigate how government preferences affect the choice of forest taxes. The preferences of government are modelled by assuming that the government faces a binding revenue constraint and cars about the provision of public goods from forests. The equilibrium is second best given the imposition of the revenue constraint on the government's decision making. The results show that a revenue-constrained government will make choices different than a government that doesn't face revenue constraints.
