| Abstract: | The paper sketches the incentives to start a new business. Today the negative signals to such entrepreneurs outweigh the positive signals. The framework for start-ups is then described. Hard factors are distinguished from soft ones. Hard factors are good financing possibilities, a reasonable tax burden and a good infrastructure. The soft factors are the leisure and living value of the business location, the image of the community, and a friendly municipal government. For policy makers it is important to realize that improving the hard factors alone does not increase the number of start-ups. They have to devise a package of policy measures which simultaneously improve the hard as well as the soft factors in order to solve the problem of the present deficit in the number of start-up firms. |
