| Abstract: | Economic regulation is an imperfect instrument. The preferred form of economic regulation, incentive regulation, does not necessarilyachieve productive efficiency if airports are not profit-maximising entities, nor does it always avoid inappropriate levels of investment (even if the airport is profit-maximising). |
