Abstract:The ratio of the number of patented inventions to real R&D expenditures or to the number of scientists and engineers (S&E) engaged in R&D has declined in the U.S. and in other economies since the 1960's. This paper extends the earlier work in two dimensions utilizing data from four countries and nine industry groups. Demand variables are developed to test for expanding demand effects on the patent/S&E ratio. Variables are also developed to test further for invention "recharge" and "exhaustion" effects on this ratio.
