Abstract:The Philippine telecommunications industry currently reflects the dichotomy between the nation's modern and traditional sectors. The factors behind this situation are examined and argued that there will be an upgrading of the traditional sectors during the 90s. The view that public utilities are better off under government direction and ownership is part of the Spanish legacy. The Americans, on the other hand, introduced the concept of private enterprise. The interplay and synthesis of these two contrasting perspectives has played and will play an important role in the development of the Philippine telecommunications sector.
