Abstract:For many decades, the trade regime has been rather parochial. It has its own rulebook, its own prayers, and its own jargon. Today, this insularity is under attack. Environmentalists, public interest groups, and labour unions are trying to export new ideas into the trade regime. They want the General Agreement on Tariffs and Trade (GATT) to adapt itself to a changing world. They ant the World Trade Organization (WTO) to follow transparent rule-making, lacking in the GATT.
