Abstract:This paper uses cross-sectional and pooled time series data to examine the impact of administrative guidance and cartels in Japan. In general, government-organized cartels appear to have caused only small changes in prices and had no impact on sectoral margins. The lack of a stronger relationship between cartels and margins probably reflects either the difficulty of organizing cartels or tendency o f cartelized firms to compete away rents through competition through quality.
