Abstract:This section of the Annual Review assesses the main developments in the Member States that had implications for the EU and the European issues that reverbrated in the domestic debates on integration. Two developments had particular significance in 1994. First, this was a bumper year of elections in the Union's largest state, Germany. Second, the debate on the 1996 Intergovernmental Conference, with particular emphasis on "differentiated integration", surfaced as different actors began to flesh out their policies and priorities.
