| Abstract: | The existence of external effect affects the efficiency of resource allocation. Although the government's intervention can be introduced to solve the problem of non-Parietal optimal allocation, caused by external effect, there is possibility of losing effectiveness. To overcome the external effect, economists' line of sight has shifted to the system of property rights in the hope of solving the problem of external effect through the various arrangements of property rights. |
