Abstract:High rates of unemployment for people without qualifications are as true today as for many decades, but with the rapid growth of higher education the proportion of unqualified people has fallen ( in 1994 40% of unemployed men had A-levels or equivalent or higher education). Large-scale training programmes are unnecessary and ineffective. This article attempts to resolve these contradictory observations. In doing so it comments on what has been happening to the structure of employment in the UK and to the composition of the unemployed.
