Abstract:The contribution of this paper lies in simulating the Boltuck model (1987) on European antidumping cases against central Europe in the period prior to the Association Agreements (1985-1990). On the basis of that, the author concludes that the level of price undercutting used by the European Commissions is a poor injury indicator. Despite its convenience as a rule of thumb, the author shows that it has resulted in a level of European protection that has been far too high. If this practice continues, the European antidumping mechanism undermines the future credibility of the Association Agreements.
