Abstract:The landmark U.S.-Japan semiconductor pact expires in July. Its goals have been achieved, and the renewal question looms. Is there still a place for bilateral trade deals? Remember how America and Japan used to go at each other's throats over semiconductors? Consider this: In the last eight years, Washington hasn't brought a single dumping accusation against a Japanese chip exporter. The primary source of this era of calm: a 1986 bilateral agreement to raise foreigners' share of the Japanese chip market.
