Abstract:The succession problem and economic distress aside, understanding the North might be easier if the country is seen as a religious power structure rather than as a constitutional government. Grain shortages are said to be so bad that fights break out in food queues; there isn't enough warm clothing for the bitterly cold winter; lawlessness is increasing in the provinces, and a steady trickle of defectors keep denouncing the regime.
