Abstract:This section of the Annual Review assesses the main developments in the Member States that have implications for the development of the Union and the European issues that reverberated in domestic debate on integration. Three developments stand out. First, there was a presidential election in France, and national elections in four other states - Belgium, Portugal, Austria and Finland. Second, all Member States began to establish the broad contours of their policies and strategies for the 1996 Intergovernmental Conference. Third, the politics of transition towards a single currency loomed large in the domestic budgetary processes of the Member States.
