Abstract:Overall, China's foreign economic and trade situation in 1996 was good. But China met quite serious difficulties. The losses and loss coverage of foreign trade enterprises increased. The reasons for them are many. Objectively, the value of RMB was so overestimated that the foreign exchange cost for many export goods is higher than the level of exchange rate. In addition, the export tax refund rate was reduced again and again and the refund was not available fully and in time. All these hampered the initiative of foreign trade enterprises. Subjectively, the state foreign trade enterprises had not shifted management mechanism into one with economic returns as the central task. The state needs to strengthen its function of macro control according to the principle of market economy and international trade standards.
