Abstract: | In spite of certain achievements in the reform of state-owned enterprises, this reform is still lagging behind reforms in other aspects and has become the "bottleneck" which restrains the economic reform. There are basically three reasons: the adjustment of interest relations on a deep level; excessive dependence on contract system, which lasted rather long, and failure in the realization of institutional innovation; the influence of traditional opinions and realistic understanding. Three steps to do well in state-owned enterprises: (1)Defining the scope of state-owned enterprises and standardizing the institutional reform; (2)Implementing institutional change in most enterprises; (3)Allowing enterprises which have made losses for many years to go bankrupt. |
