| Abstract: | Credit decline became worse in 1998 than in 1997, which was an important factor that caused the sluggish market and almost non-growth in medium and small-sized enterprises. The major structural reason for credit decline is that there are not corresponding non-State middle and small banks to give financial support to the non-state minor enterprises. But in fact there is a great demand for such banks in China. If we do not develop non -state banks, the economic growth will be decelerating owning to the inefficiency of resource allocation and " the lagged reform of monetary system" will always exist. |
