| Abstract: | Infrastructure is a sensitive issue. Politicians and public investment banks generally argue that "the extension of infrastructure... makes a significant contribution to economic growth and employment" (European Investment Bank, Annual Report, 1995), while, by contrast, economic research has nothing conclusive to say on the matter (Gramlich, 1994). The aim of this article is to assess different options of infrastructure policies for Eastern Europe, in particular with regard to the PIP as a policy instrument. |
