Abstract:The primary purpose of these paper is to help government ministers, responsible officials and leaders of the independent consumer movement in Central and Eastern Europe to establish principles and practices for developing consumer policy. In particular, the paper deal with: 1) The definition of consumer policy in government in the context of legislative duties and powers; 2) Getting the right framework and processes for developing consumer policy; 3) The advantages and disadvantages of different "locations" of consumer policy within government; 4) The important role of independent consumer organisations; 5) Relationships between government departments which are responsible for consumer policy and independent consumer organisations, including such difficult issues as methods of funding and the division of functions.
