Abstract:Self-regulation is receiving attention from policy-makers as a means of enabling environmental performance improvements to be achieved at lower cost and more quickly than traditional 'command-and-control' regulation. Yet the recent collapses of Enron and WorldCom have renewed calls for government to regulate the environmental performance of private-sector companies. Somewhat paradoxically, the demand for regulation may create renewed interest (at least from business) in less interventionist approaches to environmental policy. In this paper the author considers the implications of the case of Enron for corporate self- regulation on environmental and social issues.
