Abstract:This paper reports on qualitative research which explored the relationship between national innovation policies and business tendency to research and development (hereafter as R&D). The authors focused on the role of patent protection, R&D tax incentives and government funding. The analysis draws mainly upon data from Australia, Canada, France, Germany, Italy, Japan, Spain, the UK and USA covering the period 1985-1995. The findings of this study reveal positive association between the business R&D funding and the innovation policies of these 9 OECD countries as well as the openness to international trade.
