Abstract: | Efficiency-voice has not explained why competent managers cannot institute effective communication without formal organizations representing labour's voice. Powerful West German works councils have a negative relation to productivity in the sample presented. Excessive pressure on workers should encourage councils and unionization in response to gain compensation, and simultaneous WLS-probit estimates are consistent with this effect too. Unqualified productivity benefits from formal voice organization are strongly rejected, but evaluation of true efficiency and casualty causality requires more data. |
