| Abstract: | The relationship between economic growth and international trade are discussed. Constitutional functions of the GATT rules for safeguard measures are analyzed. Grey area trade policy is examined as a constitutional problem. The nature of grey area trade restrictions is discussed and reasons are presented for their use. Inconsistencies with GATT law are highlighted. The need for making GATT articles more effective is emphasized. Suggestions are presented and analyzed. General policy conclusions are summarized. Governments' policies are examined and compared. Possible future prospects are outlined. |
