Abstract:In the coming years, the regulation of personnel decisions in the USA will be affected by both the changing ethnic and age composition of the labor force and by the growing proportion of relatively unstable jobs at smaller, non-union, and non-manufacturing firms. It is shown how these changes will present new challenges for business attempting to select a skilled and flexible workforce and for employees attempting to preserve their employment rights. Changes in the supply of labor as well as in labor demand in the fifteen years from 1985 to 2000 are forecasted and discussed. Regulatory background is highlighted. The most likely prospects for the public policy - antidiscrimination programs, education programs - are summarized.
