Abstract:The Grampian Health Board began renewing its value system in 1986. It approached the issue of culture from two perspectives. One is cutting through bureaucracy to create a culture of responsible risk-taking, the other is a problem-solving view examining costs, responsiveness to customers' expectations and strategic direction, calling for a more action-oriented culture. All these have led to an improvement in patient care.
