Abstract: | Blankart and Knieps (1989) claim that a decentralized decision making structure in the telecommunications in the U.S. as compared with Germany explains the different patterns of deregulation in the two countries. The author of the paper suggests other forces at work: economic forces in the market place have generated pressures for regulatory reform. Further, the foregoing industry is far from being deregulated in the U.S. |
