Abstract: | Is Leonid Kuchma, elected president of Ukraine last July, turning out to be as steadfast a convert to reform as Russian Prime Minister Chernomyrdin? Comparisons can be stretched. Yet both men were directors of big industrial plants in the Soviet period. Both entered post-Soviet politics with a reputation of being conservative. Yet in practice they have demonstrated not just pragmatism but a genuine readiness to embrace tough economic stabilisation policies and push market reforms as rigorously as any out-and-out reformer. |
