Abstract:Both the Russian and the Ukrainian banking systems have had to withstand a fundamental change in monetary policy since the beginning of 1995, one resulting not least from pressure from the International Monetary Fund. Since then, both countries have pursued a policy of extremely high real interest rates. Given that the banking system constitutes an important interface between macroeconomic impulses and microeconomic processes, its performance is of decisive importance for the course of the transition process.
