Abstract:In the late 1860s, the French government attempted to transform the newly formed Latin Monetary Union into a European union. The attempt met with early successes in central and southern Europe, because it offered smaller states political support and growing integration into the European economy. Britain and Prussia refused monetary union but came under pressure from economists and chambers of commerce which feared the cost of exclusion from a successful international currency.
