Abstract:A universal problem existing in state-owned enterprises' decision--making throughout the world is the merging government administration with enterprise management into one, which is causing the low efficiency and low economic returns in state-owned enterprises. Therefore, a big wave of privitization has surged worldwide . Since China can not put overall privitization into practice although it needs to surge private economic development, the responsibilities, powers and interests between the government and enterprises need to be defined reasonably.
