| Abstract: | The reform of relations between government and enterprises in Fujian's villages and towns should start with the reform "at deep level" and "at upper level". The reform "at deep level" means to streamline the relationship of property rights with an aim at both providing guarantee of collective ownership and making sure of the operation lights of enterprises, which includes identifying the main body of property rights and the operation sights of enterprises and reforming the managerial form of village enterprises. The reform "at upper level" means to transform the functions of party and government organizations in villages and towns in economic management. To do this , establishing the cooperative share-holding system is a breakthrough point. |
