Abstract:Russia's new business elite is creating a new economic order out of post-Soviet chaos. The new pover centers are formed around commercial banks and natural-resources companies that control huge parts of the Russian economy. Essential financial services are provided to the burgeoning small and medium-size business, and growth optimism made Russia's stock market the hottest in the world last year (1996) despite the country's political troubles. The new Russian businessmen want order to consolidate their pover and for this, government makes a better partner than the mafia. They are forming cartellike groups with themselves, and lobbying in the corridors of pover. Foreign investors remain still skeptical of Russia's robber barons.
