Abstract:Many people think that the governments have changed from the initiator to the target of reform and lost their initiatives at the moment when reform has entered the most critical and important stage. As a matter of fact, the increase of overall enterprise benefit is still in proportion with the government interest before the thorough reform of the overall frame under which the government controls the social economy. Therefore, today, the government, particularly the local governments (including party committees ruling government) are still the major force to drive SMEs reform forward.
