Abstract:The civil official system existing at all times and in all lands has proved again and again that the expectations of civil servants could be set up only under the system restriction rather than the hypothesis of virtue of human nature. The low efficiency of state-owned enterprises and the governmental administrative agencies has a strong isomorphistic and congeneric nature. The key of the governmental and enterprise relationship is the "Government" rather than the "Enterprise". The economic surplus resulted from our economic system has been more and more used to make up the waste generated by the lagged administrative system reform and the economic losses. The lag will make the "Black-hole" and the latter will swallow all.
