| Abstract: | The current process of environmental regulatory modernization is characterized by new business- government relations. Innovative forms of cooperative governance and legal learning mechanism are central to the possibilities of a modern regulatory design. This cooperative approach aims at enlisting entrepreneurial expertise, mobilizing organizational capacities, and stimulating innovative processes.
