| Abstract: | The decisions we make today shape the long-term future in ways that in some respect can be forseen. Other aspects of such decisions have consequences that not only take a long time to come into effect, but are also difficult, if not impossible, to predict in both type and scale. In no circumstance is this more true than for the major technical decisions we are increasingly facing. In the face of uncertainty, decisions must be made about technologies whose unforseen effects may be far reaching. |
