| Abstract: | The paper deals with the subordinate claims of previous bank shareholders to the Agency for Bank Rehabilitation.It is not clear what should be done with these shares amounting to the equity which was not destroyed by the materialized losses.Previous bank owners should be allowed to exchange their subordinate claims for bank shares, which are held by the stare in the amount of the recovered bad loans.But the government on the other hand should not give out these shares unconditionally, only if some additional capital is oaid in, most probably in the form of long term loans to be later exchanged for bank equity, in the same or an even higher amount.Under the existing circumstance this is most probably the only way to achieve the two goals satisfactorily, namely to privatize banks and to ensure that the recovery of bad loans be as high as possible. |
