Abstract:The author analyzes some features of the bank restructuring process in Slovenia.It consists of three main elements: the breaking-up of the former LB banking group, the bank rehabilitation programme, and succession of the previous state.An outline of the new banking arithmetics is given.The constituent part of the arithmetics are the following: banks with full banking licence, procedures for sustaining the selected banks and instruments to be used for the remaining banks.The plan for the final resolution of the old foreign exchange savings scheme enjoys a special place among them.The author argues that the scheme was a constituent part of the monetary and exchange system of the previous state.Therefore, it should not be mixed with the bank rehabilitation due to bad loans.He argues that the bank restructuring process crucially depends on the succession agreement between the new state and foreign creditors.
