Abstract:The Europe Agreement establishing an association between the European Communities and their member state, acting within the framework of the European Union, on the one part and The Republic of Slovenia on the other Part is founded on preassumption that development of financial systems of countries in transition must follow similar pattern as was experienced in EU member states: trained and reputable personnel, appropriate legislation and effective supervisory bodies to ensure law and regulations enforcement. Existing Slovenian transformational laws that regulate financial sector should be changed in lines with the propositions of the Agreement. Opening according to European Agreement follows the logic of formation of European internal market.It is important for Slovenia that the gradual liberalization of financial services sector starts with right to establishment of companies.Three provisions of Agreement should be stressed:1. transitional period, 2. possibility to influence on the speed and the depth of opening processes, and 3. national treatment.The contents of the Agreement and of the White Paper should be understand as the preparation of the Slovenia for prudent execution of rights and obligations of the fullmember state.The main obligations refer to "home country principle" and its role in establishing a firm financial system and (Slovenian) internal market.
