| Abstract: | To develop lottery in China has dual effects. The positive effects are as follows: government can raise funds; and improve consumers' welfare. the negative ones are that, it is quite possible to result in seeking-rent phenomenon, and increase social cost, as well as engender "squeezing out" effect. Therefore, the Chinese government must conduct system innovation to put an end to seeking-rent phenomenon, and decrease the social cost of lottery in the selling sector, and properly control the pace of lottery's development. |
