Abstract:This paper discusses the Japanese Credit supplementation System which is the most active loan guarantee program to SMEs in the world. However, the level of entrepreneurial activity in Japan is extremely low, which suggests that lack of available capital may not be the only constraint on entrepreneurial activity. It is shown that Japanese Credit Supplementation system concentrates on the salvage of firms facing distress: financial support for new businessed appears to be a lower priority.
