Abstract:The various approaches to R and D evaluation are reviewed. ARguments are presented that a taxanomic approach combining organizational and bibliometric indicators offers a valid option to assess the quality of research. Fifty-three laboratories around the world in 17 technical fields were investigated using organizational, publication and bibliometric variables. Bibliometric indicators tend to emphasize research quality. Sponsors or senior managers often stress the need for relavence in the aveluation. It is shown that for laboratories that need to provide foresight and strategic advice in emerging fields, relevance and research quality blend. Therefore, the use of bibliometric indicators as monitoring devices may be beneficial.
