Abstract:Argentina's top civil servants, more than any other Latin American country's, must behave like investment bankers these days. The republic has more than USD 27 billion of international liabilities to manage, and this year needs to refinance USD 7.4 billion of domestic and international debt due for repayment. Of that, USD 2.2 billion must be raised in the international markets at a time when investors have become nervous about investing in Latin America.
