| Abstract: | Statistics show that by the end of 1994, programs and amount of utilization of overseas capital in western regions made up 6.1 and 4.1 percent of their eastern counterparts respectively during the same period. The consequent unbalance of economic development has led to a widened gap between eastern and western areas. Ways to speed up use of foreign funds in western regions include establishment of a development bank there; multi-channel and multi-level utilization of foreign funds; creation of a sound investment environment; quickened reform of state-owned enterprises breakthroughs in transfer of stock rights to foreign merchants. |
