Abstract:The authors of the paper state that during the past two years, the Department of Transportation (DOT) and TASC (Transportation Administrative Service Center) have transforms how the deliver human resources services with initiatives development on the basis of the balanced scorecard results. During a two-year period, using the balanced scorecard, TASC Human Resource Services realized a nearly 10% improvement in customer ratings resulting from its clear commitment to improving services and customer focus. The authors also state that the human resources scorecard balances five perspectives in assessing overall performance: financial, customer, internal business, innovation and learning, and human resources employee empowerment.
